SECTION I: DAILY PROCEDURES AND INFORMATION
ATTENDANCE-The building is open for students from 7:10 a.m. to 3:10 p.m. Students who are on the school grounds during that time are to immediately enter the building and remain in the building during these hours unless given permission to leave by school authorities.
School attendance is important to student success. The building opens at 7:10 am, at which time students should report to their 1st hour classroom. If a student wishes to participate in breakfast, it will be available from 7:10-7:26. The tardy bell rings at 7:30 when students should be in their classroom. Students are considered late after 7:40 a.m. If a student is greater than 10 minutes late and is not verified by a parent, the student will be counted truant and the truancy policy will be put in place. Parents need to notify the attendance office (380-7654 Ext. 5221) when it is necessary for the child to be absent. We will contact by phone each morning those parents and guardians who have not verified their child’s absence. Emailing teachers is a great idea for parents to let them know of their student’s absence, but a parent must notify the attendance secretary for the absence to be verified. It is the parent’s responsibility to verify the absence with the attendance office on the day of return and submit the appropriate documentation (i.e. doctor's note, court documents) at that time. Parents will receive a pre-generated letter for any absence or tardy to school.. Students will be allowed ten (10) days absence per semester with written or oral permission from the parent. Any student who exceeds ten (10) absences in one semester above and beyond the following criteria will be referred to the Division of Family Services for educational neglect:
- Sanctioned school activities.
- Illness (students who are absent because of illness will be referred to the district nurse and/or required to bring a written excuse from their doctor).
- Death in immediate family.
- Unavoidable medical or dental appointment or a prolonged or serious illness in which the student is under a medical doctor’s care and a doctor’s note with dates and times is turned into the office upon return to school. Medical waivers for absences will be closely monitored by the office. In cases of excessive absences, a parent conference may be requested.
- Required religious observances.
- Unusual circumstances which are explained to the satisfaction of the school administration upon the student’s return to class.
Early Check Out/Release: When a student needs to leave school at a specified time (medical, dental appointments, etc.), the parent/guardian will need to “sign-out” the student on the student sign in/sign out log. Students will not be called from class prior to the parents arriving at the school to pick up the student. Please make adjustments to your pick up time for scheduled appointments for your student. Should the student return to school that same day, they must check in through the office, present their excuse, and a pass will be issued to class. (A student will only be released to those individuals listed on their emergency contacts in SIS and who provide photo identification when picking up said student.)

If a student is absent due to a school-sponsored activity students are expected to make prior arrangements with their teachers.
---ACTIVITY ATTENDANCE ELIGIBILITY
Any student absent 4 hours or more on the day of an activity shall not be eligible for participation in or attendance of the activity on that day, unless excused by the acting administrator.
--- STUDENTS MUST HAVE 90% ATTENDANCE TO COMPETE/PERFORM/PLAY IN EXTRA-CURRICULAR ACTIVITIES. This includes all athletics, activities, dances, and assemblies. Students with less than 90% attendance will still be allowed to practice in athletic and activity events, just not perform or compete.
EXCESSIVE ABSENCES-Excessive absence is defined as an attendance rate of 85% or below. When a student falls below 90% school administration will begin home visits. Once attendance hits 85% or below, it will be reported to the authorities which include: Cass County Juvenile, Cass County Family Court, or The Department of Family Services.
EXTRA-CURRICULAR ACTIVITY CODE-The HMS sportsmanship council believes that fans play an integral part in the extracurricular activities of this school district. However, it is important that some basic guidelines be laid out in order to maintain a high standard of sportsmanship at our school.
- The use of profanity will not be tolerated and is strictly prohibited.
- Coming to events under the influence of an intoxicant or other such substances is strictly prohibited.
- Profane gestures toward the opposing team or crowd are prohibited.
- After the conclusion of the game, attempts to distract or degrade participants are prohibited.
- No acts, which are intended to provoke physical violence with the opposing crowd, will be allowed.
- Displays that draw attention away from the game (wrestling, horseplay, etc.) are prohibited.
Interscholastic sport teams are those that play other schools in our area. Extra Curricular activities include music programs, art programs and any other club that is supported by the Board of Education.
Prior to the first practice in any sport, the student athlete must have completed and turned in the following: a physical, permission form, and insurance information. These forms are available in the main office or from the coach. All school rules apply to participation in or attendance at any school function (including school dances), home or away. Eligibility for all extra class activities other than those covered by the Missouri State High School Activities Association shall be in accordance with the minimum academic and citizenship standards prescribed by MSHSAA.
- Anyone who is suspended from school (OSS, ISS) shall not be eligible for participation in extracurricular activities (games, practices, concerts, etc.). This does not include suspensions for lates to schools or tardies. Teachers will implement alternative assignments for credit for those students that cannot participate.
- Any student absent from class on the day of any game, concert, or practice shall not be eligible for participation in those events on that day unless excused by the building principal or designated representative. Unscheduled school days shall be considered an extension of the previous school day. Absence is considered more than a half day.
- Ultimately, administration determines whether student misconduct warrants suspension from the activity.

BUS TRANSPORTATION-Bus service is provided by the school district through Durham School Services. Please direct all inquiries to them at (816) 380-2028. If a parent needs their student to ride a bus after school, other than their normal bus or normal routine, they will need to send a note with their student, signed by them to have the office sign and return to the student, for them to give to the bus driver. If a change needs to be made during the day for a student to ride a bus, other than their normal bus, the parent will need to bring a note to the school or fax/email one signed by them for the office to sign and give to the student. The office staff can NOT write notes for a student to ride a bus different from their usual bus or usual after school routine. Please try to make all changes to student transportation prior to 1:45 p.m. Fax # (816)-884-5733. If you choose to email please send to email@example.com and firstname.lastname@example.org. It is your responsibility to be sure we have received your note.
CAR RIDER PICK UP AND DROP OFF PROCEDURES-For sixth grade parents picking up students after school at the north end of the building, we ask that you approach the building from the east on Finney Street (off of Eastwood). Then, we would like drivers to “stage” in the gravel parking lot just north of Finney and along Finney heading west. This has been a teacher parking lot, but we will be decreasing the number of teachers who park there to make the lot less congested. Students will exit HMS, cross Finney under the supervision of a staff crossing guard and load into the cars. Then, we ask sixth grade parents to exit the lot going west on Finney to Highland where we ask that you go north to Mechanic if possible.
We ask that no one stage in the lane on the northwest end of the building (by the sixth grade door). We also would like to limit parent parking in the newly paved spaces along Highland Drive and along Washington Street.
--For seventh and eighth grade parents, please approach HMS by driving north on Highland Drive from South Street (Hwy. 2) and staging along Highland Drive. You will then enter the circle drive, pick up your student, and if possible, exit with a left-hand turn heading south on Highland Drive.
--For students who walk or ride their bikes home and cross Mechanic Street, we will be emphasizing use of sidewalks and the crosswalk which is east of Highland Drive, where we have a crossing guard stationed. We do not want students walking across the gravel lot north of Finney Street.
HALL PASSES-Students must have their ID card and a classroom pass. Failure to wear their identification badge will result in an office referral and potential discipline per the student discipline policy.
ID CARDS-Every student is provided with a picture ID card at the beginning of the school year. These ID’s are used for lunch purchases, library book check-outs, checking in and out of the office, and school dances. ID’s must be worn at all times while in the building. Students will be required to purchase a replacement card for $2.00 if the ID is lost, altered, damaged, defaced, or mutilated in any way. Students will also be provided with a lanyard and plastic card holder. If you choose to purchase one different from the one we supply please be sure it is a breakaway lanyard. Additional holders and lanyards are available for purchase for $1.00 each.
LUNCHROOM PROCEDURES AND RULES
Students will need their Student ID’s to purchase lunch. .
Students are responsible for cleaning their own area.
Each student shall return their own plates and silverware to the dish washing area.
Excessive disruptions will be dealt with on an individual basis.
Students may expect any or all of the following consequences if they violate lunchroom procedures and rules: lunchroom clean up, assigned seating, lunch detention, or after school detention. If behavior continues or is extreme in nature, an ISS or OSS will be assigned.
STUDENT DRESS CODE
The staff and students of Harrisonville Middle School believe that clothing styles and specific articles of dress directly affect the educational atmosphere and order of the school. We are proud of our school and believe that pride in one’s self is reflected in his/her own concern for appearance and grooming. We encourage all students to use good judgment and dress appropriately for school.
When a staff member deems a student’s appearance or mode of dress disrupts the educational process, or constitutes a threat to health or safety, the student will be referred to the administration or counselor’s office.
**Hats and hoods are not to be worn in the hallways and classrooms..** Extremes in wearing apparel or personal appearance which disrupt the learning process or interfere with the intended function of the school are not acceptable. Examples of inappropriate dress include, but are not limited to the following:
- * Clothing that does not cover undergarments (excluding bralettes), chest, belly buttons, torsos, and barebacks while standing, sitting or bending over.
- * No strapless articles or tube tops.
- * No pajama pants or onesies may be worn, unless administration gives prior consent.
- * No blankets, hats or sunglasses are to be used in the building, unless administration gives prior consent.
- * Shorts/Skirts/Skorts must be thumb tip length.
- * Clothing and accessories that display statements, signs, or pictures with alcohol, tobacco, other drugs, weapons, violent themes, sexual innuendo, inappropriate language, inappropriate slogans, or references to gang affiliations will not be permitted.
- * Pants, shorts and skirts that are not worn at waist level.
- * Shoes or sandals must be worn at all times, no slippers
- * Any item that presents a safety concern (chains, spikes, dangerous jewelry, safety pins, etc.) is prohibited.
A dress code violation will be dealt with under the school discipline policy. The student may be required to call his/her parents or guardians to bring appropriate clothing to school immediately. If no adult can be located to bring in clothing, the student may be required to wear a substitute article of clothing provided by the school if possible. If no other option is available, the student shall spend the remainder of the day in the ISS room. Turning a shirt inside-out or wearing a jacket or sweater over the offending shirt will not be considered an acceptable solution.
The administration has a right to amend this code without prior knowledge to students.

TARDY DEFINITION-The student is not in his/her classroom when the tardy bell rings.
Punctual and regular attendance is necessary in a well-ordered school, both for proper training of the individual student and to avoid disruption of classroom activities. The pupil who is tardy wastes not only his own time, but also the time of the other students who are members of the class that the late pupil distracts upon entry. To discourage the practice of being tardy, tardies are generally considered to be unexcused unless the student has a hall pass from a teacher or the office. Excessive tardiness can affect the student’s grades because he will miss important classroom work.
---PROCEDURE FOR EXCESSIVE TARDIES
Tardies will be tracked and accumulate across all classes over the course of a semester. The tardy count will be reset at the beginning of each semester.
Failure to meet the disciplinary consequences outlined in the teacher’s syllabus will result in administrative action. Please see discipline chart for consequences for tardies.
TRUANCY and CUTTING CLASS
Truancy is defined as follows:
- Not attending school after leaving home to do so.
- Leaving school without permission from the office and parents.
- Being absent without parent notification to school.
- When neither the school nor your parents know your whereabouts.
- Includes refusing to come to school when told by parent.
Cutting Class is defined as follows:
- Not attending a class the student is enrolled in or assigned to without a legitimate pass excusing the student from that class.
- Leaving class without permission.
All Attendance will be recorded by class hour.
SECTION II: OTHER PROCEDURES
BACKPACKS-No backpacks, purses, string bags or bags of any kind will be allowed in the classroom. All bags will be stored in student lockers throughout the school day. The only time students are allowed to carry backpack or bags is to and from PE class.
CANDY, POP and OTHER FOOD ITEMS-Only bottled water will be allowed in classrooms/hallways.. Lunch items shall be properly stored in the student’s locker until lunch time.
CARE OF SCHOOL PROPERTY-It is the responsibility of each student to see that school property is kept in good condition. Students will be held responsible for all chromebooks, IPADS, books, supplies, and furniture provided to them by the Board of Education. All textbooks will be furnished by the school If any book is lost or damaged, the student will be required to pay the amount to repair or replace the book. Students who deface or injure school property shall be required to pay all damages. Willful damage to property will be considered grounds for suspension. In case of theft of school property, persons can expect to be prosecuted.
CELL PHONE USAGE-Students are allowed to carry their cell phones, but can not have them out and can not be using them during the school day. If a student needs to place a call, they may use the office phone. If you need to reach your student, please call the office.
If a student is found using their cellular devices a staff member will ask them to bring it to the office and it will be stored in a safety box, the student may pick it up at the end of the day. If cell phone usage becomes an ongoing problem, student will be required to leave their phones at home or check them into the office at the beginning of the day.
The inappropriate use of telecommunication devices capable of taking and/or transmitting digital media can create a risk factor in locker rooms, restrooms, private areas, and other locations where students and/or staff have a reasonable expectation of privacy.
The use of portable music devices and earbuds or headphones is prohibited in the hallways, lunchroom, locker rooms and assemblies, and is limited in classrooms per staff/teacher discretion. Any article deemed unnecessary and/or inappropriate by the administration will be confiscated and may be picked up in the office after school. Repeated violations of possessing unnecessary items may result in disciplinary action. Any violations will be subject to penalties, which may include detentions, suspensions, and/or loss of the article.
LOCKERS-Each student will be assigned a locker at registration. Students may not change locker assignments without clearance and permission from the office. A student is responsible for this locker throughout the school year and may be responsible for damages. The locker should be kept clean and orderly. LEAVE YOUR VALUABLES AT HOME-THE SCHOOL WILL NOT ASSUME RESPONSIBILITY FOR YOUR PERSONAL BELONGINGS.
POSTER POLICY-Posters advertising club meetings and fundraisers will be posted in a central location in the cafeteria. Posters may also be placed in classrooms, with the classroom teacher’s permission. No posters may be placed in the hallway without administrative approval. All posters should be neatly done. Absolutely no duct tape or electrical tape can be used.
SCHOOL-SPONSORED TRIPS-All school sponsored trips must be cleared through the office and conform to the Activities Handbook. Students on school-sponsored trips must GO AND RETURN in the transportation designated by the school. Parents must request permission from the office and coaches to transport their children upon returning from an activity where they traveled to the event in a school sponsored bus or vehicle. This must be done in writing on the transportation form provided by the school. Students are subject to all rules and regulations of the school while going to, during, and returning from a school-sponsored trip. Only Cass R-IX enrolled students or parents of enrolled students may ride on a school-sponsored bus.
SECTION III: PARENT PORTAL & GRADES/ACADEMICS
PARENT PORTAL-The Harrisonville Cass R-IX School District now offers Parent Portal, an on-line resource for parents. Through Parent Portal, you can access attendance information, lunch account balances, and discipline records for your child(ren).
You will access your child(ren)’s records by entering the school district website, www.harrisonvilleschools.org <http://www.harrisonvilleschools.org> and clicking on Parent Portal on the home page.
In order to use Parent Link, the school district must have your email address in our student database. Therefore, if you wish to participate, please print and fill out the Parent Portal Enrollment form, which may be obtained on our district homepage. Please note that parents with more than one child in the district only need to fill out one form.
Once you’ve completed the form, please send it to school with your child. A user ID and password will be sent to you via e-mail by Parent Portal once we’ve entered your information into our system.
Upon entering Parent Portal through the district website, you will be asked to enter your user ID and password, so please keep this information on file. Also, please note that it will be your responsibility to keep this password private. We cannot issue any passwords via phone and passwords will not be issued to school children.
Information on Parent Portal will run one school day behind the current date. For example, if a parent sends in $10 on Jan. 25 to be applied to a student’s lunch balance, that credit will not show on Parent Portal until Jan. 26. The same applies to attendance and discipline records. However, each building will be emailing attendance notices each morning for those students who are not in attendance and whose absence has not been verified by a parent/guardian. If the email is not returned, the school will then again call the parent/guardian.
ACADEMIC AND GRADES
Grades and Reports: Harrisonville Middle School is currently undergoing a transition from traditional grades to standards referenced reports. We will have no grades for 6th and 7th grade this school year 2019-2020.
Students, in 6th and 7th grade, will instead have standards listed out along with a measurement on how they are doing on said standards. The standards are measured with the following:
Advanced: In addition to score 3.0 performance in-depth inferences and applications that go beyond what was taught.
Proficient: Is the targeted learning goal, application of skills
Basic: Student demonstrates the skills needed to move to proficiency
Below Basic: Student, with help, demonstrates a partial understanding of the content and skills needed to be proficient
LND-Level Not Determined, student has not been able or willing to be measured at this time.
Parents and Guardians will be able to monitor student work through the parent portal connected to the Mastery Connect reporting system.
Each student will have their own account that can be accessed by an adult connected with that child.The Mastery Connect report will have a percentage displaying what the student has accomplished up to that report date.
8th grade students will continue to receive a traditional grade which will be reported in our SIS system. The SIS system will not display the on-going work the student has accomplished as this is reported in Mastery Connect.
Struggling Students Policy----6th and 7th grade students will be EXPECTED to reach 60% proficiency in their essential standards in their core classes. If the students fall below this critical number we will put support in place that will be mandatory. This will include before and after school tutoring, academic shut down, or, in extreme situations, mandatory summer school or retention. This is to ensure the student will be successfully prepared to move on to the next grade level.
SECTION IV : GUIDANCE AND COUNSELING SERVICES
It is the goal of the guidance department to meet the educational, social, emotional and personal needs of all students at Harrisonville Middle School. Some needs that students often have during their middle school years include improving study habits, making career plans, adjustment to home and school life, dealing with frustrating or disturbing situations. In counseling, a special relationship exists between the student and the counselor. It is a private conversation, held in strict confidence, designed to help the pupil to better understand and accept him or herself. HMS counselors see every student as a unique individual. They are interested in assisting the student to recognize, feel and know those things that are important to him/her and to help make decisions concerning them.
Counselors work with other people in connection with school in addition to students. Parents may make use of guidance services for information or insight related to their son or daughter’s education. Teachers often refer students to the guidance office or consult with a counselor when they feel a student needs extra attention or assistance with his school work or personal concerns. The guidance department welcomes discussion with interested parents or teachers and encourages them to come by or telephone.
SECTION V : LIBRARY MEDIA CENTER SERVICES
The function of the Library Media Center is to provide a wide range of resources to support, complement and enhance the curriculum of Harrisonville High School. These resources include books, encyclopedias, media, and electronic databases. Current information on a wide variety of subjects is provided. Reading is promoted with a wide range of fiction. The LMC provides electronic databases for student research. These databases provide information needed by students for class papers, projects, and speeches. On-line sources such as the EBSCO periodical databases and the Internet have greatly expanded the information available in the LMC. The LMC staff helps students and teachers learn the skills necessary to use technology effectively for learning. During school hours, the LMC provides a place for students to research, study, and read. Students need their student ID to check out resources. LMC resources need to be returned promptly so other students can use them. Students are allowed to check out 2 items at a time. Students are responsible for lost or damaged items. Students may not bring food into the LMC.
The Library Media Specialist provides information literacy skills instruction to all Communication Arts classes and other classes as requested. Informal instruction is provided to individual students daily. The LMC is open from 7:10 to 3:10 each school day.
SECTION VI: NURSE
All medicines including prescription and/or over the counter medication must be brought to the office in an unopened container and placed in the care of the nurse by a parent or guardian. Students can NOT transport any kind of medication to and from school. Students who fail to comply may receive a suspension in accordance with School Board Policy JG-R. Accidents at School: If an accident or injury occurs, immediately report the injury to the building nurse. Parents will be notified of minor accidents at the discretion of the nurse. Illness or Injury during School Day: Students who become ill during the school day are to get a pass signed by their teacher and report to the health room. An attempt will be made to contact parents or guardians if the student is too ill to remain in school. No student will be allowed to go home if there is no one at home or the parent/guardian cannot be reached.
The usual criteria for dismissal are presence of fever over 100 degrees, and/or vomiting, or a communicable disease. The student will be without fever and/or vomiting for 24 hours before returning to school. In case of severe illness or accident, school officials will see that the student receives medical attention immediately. The building elevator is available for student use in the case of injury, but the student must provide written notification from a doctor to the nurse. Students may be excused from Physical Education only through a doctor’s note. RETURNING TO SCHOOL FOLLOWING AN ILLNESS--In order to ensure the health and wellness of all, students should not be at school when they have a fever, vomiting, and/or other physical ailments. For a student to return to school following an illness the student will be without fever (not on acetaminophen or ibuprofen) and/or vomiting or diarrhea for 24 hours.
SECTION VII : TECHNOLOGY
ACCEPTABLE USE OF TECHNOLOGY (See MSBA Policy EHB)
The purpose of providing computer networks and Internet access is to support and enhance learning and teaching by providing access to unique resources and the opportunity to do collaborative work. The use of the network and the Internet must be activities resulting from specific tasks and assignments which support learning and teaching and promote the school district’s goals and objectives. Email use during class time must be authorized by the classroom teacher and must be for educational purposes.
The opportunity to use computer networks and the Internet brings with it a number of responsibilities. Your access to the computer network and resources within Harrisonville Middle School may be revoked for abusive conduct. Students are responsible for all content found on their device or district assigned login. The following activities are examples that are considered abusive conduct:
- Damaging or vandalizing the HMS network, connected networks or computer equipment.
- Attempting to break the security system
- Uploading of computer viruses
- Trespassing in another’s folder, files, etc.
- Attempting to harm or destroy data or files of another user
- Misrepresenting other users on the network
- Intentionally modifying passwords belonging to other users
- Using obscene, abusive, degrading, threatening, harassing, inflammatory, inappropriate, offensive or otherwise objectionable language or images in either public or private files or messages
- Intentionally accessing pornographic materials or inappropriate text files or graphics files
- Violating copyright laws: i.e. using someone else’s work for one’s own or downloading/copying copyrighted software
- Placing of unlawful information on or through the computer system
- Using the network to facilitate illegal activity or engage in any illegal acts
- Using the network for commercial purposes or product advertisement
- Using the network to enter billable areas or to purchase products/ services
- Accessing chat rooms or chat groups
- Using finite resources wastefully; i.e. downloading excessive information, excessive printing, monopolizing internet resources, playing games, etc.
Students and all other users of the district’s computer resources are responsible for respecting and adhering to local, state, federal and international laws governing usage of the available technology. Any attempt to violate the provisions of the district’s rules and regulations governing usage may result in revocation of user privileges, suspension, or other disciplinary action appropriate to the circumstances.
SECTION VIII: PROHIBITION AGAINST DISCRIMINATION, HARASSMENT AND RETALIATION
The Harrisonville Cass R-IX School District Board of Education is committed to maintaining a workplace and educational environment that is free from discrimination and harassment in admission or access to, or treatment or employment in, its programs, services, activities and facilities. In accordance with law, the district strictly prohibits discrimination and harassment against employees, students or others on the basis of race, color, religion, sex, national origin, ancestry, disability, age, genetic information or any other characteristic protected by law. The Harrisonville Cass R-IX School District is an equal opportunity employer.
The Board also prohibits:
Retaliatory actions including, but not limited to, acts of intimidation, threats, coercion or discrimination against those who:
Make complaints of prohibited discrimination or harassment.
Report prohibited discrimination or harassment.
Participate in an investigation, formal proceeding or informal resolution, whether conducted internally or outside the district, concerning prohibited discrimination or harassment.
Aiding, abetting, inciting, compelling or coercing discrimination, harassment or retaliatory actions.
Discrimination, harassment or retaliation against any person because of such person’s association with a person protected from discrimination or harassment in accordance with this policy.
All employees, students and visitors must immediately report to the district for investigation any incident or behavior that could constitute discrimination, harassment or retaliation in accordance with this policy. If discrimination, harassment or retaliation that occurs off district property and that is unrelated to the district's activities negatively impacts the school environment, the district will investigate and address the behavior in accordance with this policy, as allowed by law.
CONSEQUENCES AND REMEDIES
If the district determines that discrimination, harassment or retaliation have occurred, the district will take prompt, effective and appropriate action to address the behavior, prevent its recurrence and remedy its effects.
Employees who violate this policy will be disciplined, up to and including employment termination. Students who violate this policy will be disciplined, which may include suspension or expulsion. Patrons, contractors, visitors or others who violate this policy may be prohibited from school grounds or otherwise restricted while on school grounds. The superintendent or designee will contact law enforcement or seek a court order to enforce this policy when necessary or when actions may constitute criminal behavior.
Students, employees and others will not be disciplined for speech in circumstances where it is protected by law.
In accordance with law and district policy, any person suspected of abusing or neglecting a child will be reported to the Children’s Division (CD) of the Department of Social Services.
Remedies provided by the district will attempt to minimize the burden on the victim. Such remedies may include, but are not limited to: providing additional resources such as counseling, providing access to community services, assisting the victim in filing criminal charges when applicable, moving the perpetrator to a different class or school, providing an escort between classes, or allowing the victim to retake or withdraw from a class. The district may provide additional training to students and employees, make periodic assessments to make sure behavior complies with district policy, or perform a climate check to assess the environment in the district.
Compliance Officer – The individual responsible for implementing this policy, including the acting compliance officer when he or she is performing duties of the compliance officer.
Discrimination – Conferring benefits upon, refusing or denying benefits to, or providing differential treatment to a person or class of persons in violation of law based on race, color, religion, sex, national origin, ancestry, disability, age, genetic information or any other characteristic protected by law, or based on a belief that such a characteristic exists.
Grievance – A verbal or written report (also known as a complaint) of discrimination, harassment or retaliation made to the compliance officer.
Harassment – A form of discrimination, as defined above, that occurs when the school or work environment becomes permeated with intimidation, ridicule or insult that is sufficiently severe or pervasive enough that it unreasonably alters the employment or educational environment.
Behaviors that could constitute illegal harassment include, but are not limited to, the following acts if based on race, color, religion, sex, national origin, ancestry, disability, age, genetic information or any other characteristic protected by law or based on a belief that such a characteristic exists: graffiti; display of written material, pictures or electronic images; name calling, teasing or taunting; insults, derogatory remarks or slurs; jokes; gestures; threatening, intimidating or hostile acts; physical acts of aggression, assault or violence; theft; or damage to property.
Sexual Harassment – A form of discrimination, as defined above, on the basis of sex. Sexual harassment is unwelcome conduct that occurs when a) benefits or decisions are implicitly or explicitly conditioned upon submission to, or punishment is applied for refusing to comply with, unwelcome sexual advances, requests for sexual favors or conduct of a sexual nature; or b) the school or work environment becomes permeated with intimidation, ridicule or insult that is based on sex or is sexual in nature and that is sufficiently severe or pervasive enough to alter the conditions of participation in the district’s programs and activities or the conditions of employment. Sexual harassment may occur between members of the same or opposite sex. The district presumes a student cannot consent to behavior of a sexual nature with an adult regardless of the circumstance.
Behaviors that could constitute sexual harassment include, but are not limited to:
- Sexual advances and requests or pressure of any kind for sexual favors, activities or contact.
- Conditioning grades, promotions, rewards or privileges on submission to sexual favors, activities or contact.
- Punishing or reprimanding persons who refuse to comply with sexual requests, activities or contact.
- Graffiti, name calling, slurs, jokes, gestures or communications of a sexual nature or based on sex.
- Physical contact or touching of a sexual nature, including touching of intimate parts and sexually motivated or inappropriate patting, pinching or rubbing.
- Comments about an individual's body, sexual activity or sexual attractiveness.
- Physical sexual acts of aggression, assault or violence, including criminal offenses (such as rape, sexual assault or battery, and sexually motivated stalking) against a person's will or when a person is not capable of giving consent due to the person's age, intellectual disability or use of drugs or alcohol.
- Gender-based harassment and acts of verbal, nonverbal, written, graphic or physical conduct based on sex or sex stereotyping, but not involving conduct of a sexual nature.
Working Days – Days on which the district's business offices are open.
The district will provide training to employees on identifying and reporting acts that may constitute discrimination, harassment or retaliation. The district will instruct employees to make all complaints to the district's compliance officer or acting compliance officer and will provide current contact information for these persons. The district will inform employees of the consequences of violating this policy and the remedies the district may use to rectify policy violations. All employees will have access to the district's current policy, required notices and complaint forms. The district will provide additional training to any person responsible for investigating potential discrimination, harassment or retaliation.
The district will provide information to parents/guardians and students regarding this policy and will provide age-appropriate instruction to students.
SECTION IX: DISCIPLINE
CASS R-IX STUDENT DISCIPLINE POLICY
The Board of Education has the legal authority to make all needed policies, rules and regulations for organizing and governing the school district. This includes the power to suspend or expel a student for conduct that is prejudicial to good order and discipline in the schools or impairs the morale or good conduct of the students. These policies, rules and regulations will apply to all students in attendance in district instructional and support programs, as well as at school-sponsored activities and events. Please refer to Board Policy for further information.
Building principals are responsible for the development of rules and regulations regarding student conduct needed to maintain proper behavior in schools under their supervision. Principals, subject to appropriate due process procedures, may summarily suspend any student for up to ten (10) days for violation of these policies, rules and regulations. Notice of suspension shall be given immediately to the parent or guardian, and to the superintendent. Flagrant disregard for policies, rules and regulations, or continued truancy may result in suspension by the superintendent, or expulsion by the Board, both subject to appropriate due process procedures. The superintendent may suspend a student for up to one hundred eighty (180) days; however, expulsion of students is a function only of the Board of Education.
Teachers shall have the authority to make and enforce necessary rules for the internal governance in the classroom, subject to the review by the building principal. The Board expects each teacher to maintain a satisfactory standard of conduct in the classroom. Anytime a referral that warrants formal disciplinary action is submitted, a reasonable effort will be made by the principal to either contact the parent/guardian by written notice delivered by the student, through the mail, through email or by direct telephone.
The following pages outline specific behaviors and consequences if a violation occurs and results in an office referral. Teachers have the authority to assign consequences giving an office referral. Behaviors not specially addressed, or chronic behavior may be referred for additional disciplinary action. Administrators may deviate from stated minimum and maximum penalties when circumstances warrant.
The intent of discipline is to assist students in recognizing unacceptable behaviors and replace those with acceptable behaviors. The district supports the concept of progressive discipline to encourage the development of self control, but recognizes the need to deviate from progression when the nature, severity, or frequency of a student’s conduct so warrants. This process in intended to be instructional as well as corrective.
ADMINISTRATIVE DISCRETION-The building administrators may deviate from policy guidelines when warranted by extenuating circumstances. The administration reserves the right to contact law enforcement agencies and juvenile authorities in dealing with discipline situations. In some instances, due to the severity of a wrongful behavior, the administration may invoke a penalty or consequence at a level beyond the offense.
ACCUMULATION of DISCIPLINARY PROBLEMS-The building administrator may recommend a long-term suspension or expulsion for any student who accumulates more than three short-term suspensions within a school year. The recommendation will be made to the superintendent and/or school board if deemed appropriate by the school administration.
BEHAVIOR EXPECTATIONS-Students will demonstrate self-respect, respect for others, and respect for all things in their environment. A safe and productive learning environment will be maintained for all individuals at school and at school-related activities. Conflicts will be handled without the use of violence or threats of violence and with respect for the rights of all. Students will be expected to be on task at all times while in the classroom or at other learning activities. Staff will provide learning opportunities for misbehaving students with support from parents and/or guardians. Staff, students, and parents will assist misbehaving students to change their unacceptable behavior to acceptable behavior.
---Behavior Management System
Management Philosophy: The goal of any intervention is to assist students in developing self-discipline. We believe all students can learn to correct their mistakes and it is the staff’s job to assist them in resolving problems. We will not focus on mistakes, but on helping students correct their unacceptable behavior so that every student becomes a productive, happy, healthy, contributing member of Harrisonville Middle School. The consequences for unacceptable behavior are outlined below. The administration and staff will use their best judgment based on available objective data when dealing with individual students.
BIST: The purpose of this behavior management system is to help students manage their behavior in a way that does not interfere with their own learning and/or the learning of others. When a student fails to follow the classroom rules, the school has adopted a student management program known as BIST (Behavior Intervention Support Team). The following definitions may be helpful in explaining this system:
Safe Seat: A seat in the regular classroom where a student can stop the inappropriate behavior and begin “taking responsibility” for the behavior while continuing their academic course work.
Buddy Room: Buddy Room is simply a classroom other than the student’s regular room. It is intended to provide a safe place for a student where their inappropriate behavior can stop and the student can begin “taking responsibility” for the behavior while continuing their academic course work.
Recovery Room/Focus Room: Students who are overwhelmed by anger or other strong emotion, or who cannot let the adult be in charge, need a place to calm down and process the problem. This is accomplished through a Recovery Room where the assigned Recovery Room teacher will assist the student.
Processing: A way for a student and a teacher to sit down and discuss the problem that took place and develop alternative methods of handling problem situations. Processing is done after the student takes responsibility for the behavior and before the student can reenter the classroom. If a student has not processed within two (2) days, they will be “shut down” in a buddy room until processing can occur.
The BIST Process: If a student has difficulty altering his or her behavior after appropriate early intervention techniques and an appropriate warning, the student may be asked to go to a designated “safe seat” in the regular classroom. Continued disruption will result in the student being sent to a “buddy room” to complete the reflection task. There the student will complete the “think sheet”, work on class work, or sit quietly. The teacher and student must meet before class time the next day in order to process. This usually does not need to take more than a few minutes. If the student does not arrange to meet with the teacher or does not accept responsibility for their behavior, he/she will return to the “buddy room” until processing can occur. Parents/guardians will be contacted if the student will be out of class more than one day. If the student is too angry or disruptive in the “buddy room”, he/she will be sent to the "recovery room ". The student will be given an opportunity to calm down, develop other methods of handling his/her behavior with the help of the recovery room teacher, and/or receive consequences for his/her behavior. A plan may be written by members of the student’s academic team to assist the student with his/her behavioral concerns. If a student cannot calm down and develop other methods for handling his/her behavior, he/she will be sent home or to ISS for the remainder of the day.
CORPORAL PUNISHMENT-No person employed by or volunteering on behalf of the Harrisonville School District shall administer or cause to be administered corporal punishment upon a student attending district schools. A staff member may, however, use reasonable physical force against a student without advance notice to the principal, for self-defense, the preservation of order, or the protection of other persons or the property of the school district.
POSSESSION AND/OR DISTRIBUTION OF UNNECESSARY ARTICLES-No student shall have at school, either on his person or in his locker or any other place at school, the following: firecrackers, smoke bombs, alcohol, drugs or any article which could be used as a weapon such as guns, knives, chains, etc. If any weapon, which could obviously injure a member of the staff or a student, is used to threaten or intimidate a member of the staff or a student, a long-term suspension may result. Any article deemed unnecessary and/or inappropriate by the administration will be confiscated and may be picked up in the office after school. Repeated violations of possessing these items may result in disciplinary action. Any violations will be subject to penalties, which may include detentions, suspensions, and/or loss of the article
SAFE SCHOOLS ACT VIOLATIONS - REPORTING TO LAW ENFORCEMENT OFFICIALS-Any crime listed in this section, or any act that if committed by an adult would be a crime listed in this section, that is committed on school property, on any school transportation or at any school activity must be reported by the appropriate school administrator to the appropriate law enforcement agency as soon as reasonably practicable. The following acts are subject to this reporting requirement:
- First or second degree murder under §§ 565.020, .021, RSMo.
- Voluntary or involuntary manslaughter under § 565.023, .024, RSMo.
- Kidnapping under § 565.110, RSMo.
- First, second or third degree assault under §§ 565.050, .060, .070, RSMo.
- Sexual assault or deviate sexual assault under §§ 566.040, .070, RSMo.
- Forcible rape or sodomy under §§ 566.030, .060, RSMo.
- Burglary in the first or second degree under §§ 569.160, .170, RSMo.
- Robbery in the first degree under § 569.020, RSMo.
- Possession of a weapon under chapter 571, RSMo.
- Distribution of drugs under §§ 195.211, .212, RSMo.
- Arson in the first degree under § 569.040, RSMo.
- Felonious restraint under § 565.120, RSMo.
- Property damage in the first degree under § 569.100, RSMo.
- Child molestation in the first degree pursuant to § 566.067, RSMo.
- Sexual misconduct involving a child pursuant to § 566.083, RSMo.
- Sexual abuse pursuant to § 566.100, RSMo.
- Harassment under § 565.090, RSMo.
- Stalking under § 565.225, RSMo.
In addition, the superintendent shall notify the appropriate division of the juvenile or family court upon suspension for more than ten (10) days or expulsion of any student who the school district is aware is under the jurisdiction of the court.
All employees shall immediately report to the principal any incident that constitutes a crime, including any incident in which a person is believed to have committed an act that if committed by an adult would be first, second or third degree assault, sexual assault or deviate sexual assault against a student or school employee, while on school property, school transportation or at school activities. The employee shall also inform the principal if a student is discovered to possess a controlled substance or weapon in violation of the district’s policy. The principal shall immediately report these offenses to the appropriate law enforcement agency and the superintendent.
SAFE SCHOOLS LAW-In accordance with Missouri House Bills 1301 and 1298, the “Safe Schools” legislation provides the following safeguards for the local school district. The act establishes the crime of “assault while on school property” if the person:
Knowingly causes physical injury to another person; or
With criminal negligence, causes physical injury to another person by means of a deadly weapon; or
Recklessly engages in conduct which creates a grave risk or serious physical injury to another person; and the act occurred on school or school district property, or in a vehicle at the time of service to the district, or arose as part of a school district sponsored activity. Assault while on school property is a class D felony.
Additionally, school administrators are required to report acts of school violence to the proper authorities. When a pupil allegedly commits an assault, possesses controlled substances, or weapons, the incident must immediately be reported to the police and the school superintendent.
The school board is authorized to immediately remove through suspension or expulsion a pupil upon finding by a principal, superintendent, or the school board that such pupil poses a threat of harm to self or others, based upon the child’s prior conduct. No school board is permitted to readmit or enroll a pupil suspended or expelled for having committed certain felonies.
This student handbook has been prepared for your information to help you understand our rules and regulations, as well as the philosophy of our building and school district. It is virtually impossible to have everything included in this manual, but we have tried to list those things of greatest concern. Any other items that you would have questions about should be covered in the Board of Education Policies and Regulations, with any questions regarding these being brought to the attention of the building administrator. Thank you for your interest, and please do not hesitate to contact us to clarify any of your concerns.
DEFINITION OF DISCIPLINE-A process designed to teach, model, and use appropriate consequences to bring about the responsible behaviors necessary to ensure a safe, orderly, and productive learning environment by helping to change unacceptable behavior to acceptable behavior.
DISCIPLINE BELIEF STATEMENT-Teaching and learning of the intended curriculum for all students is the highest priority. Therefore, the misbehavior of one student:
- will not be allowed to interfere with the learning opportunities of other students.
- will not be allowed to interfere with the teacher’s duty to teach all students.
- will not excuse the misbehaving student from successfully completing the learning objectives.
- Self-discipline is the expected outcome.
- Every discipline situation is an opportunity to teach expected behavior.
- Teaching and modeling appropriate behavior, along with implementing consequences for inappropriate behavior, is the best way to help change unacceptable behaviors to acceptable behaviors.
- In the handling of unacceptable behaviors, the focus will be on judging the behavior of the student, not on judging the student.
- Parents have a responsibility to ensure their children’s behaviors do not take away from a safe and positive learning environment for others.
DISCIPLINARY CONDUCT DEFINITIONS
Academic Dishonesty – Cheating on tests, assignments, projects or similar activities; plagiarism; claiming credit for another person's work; fabrication of facts, sources or other supporting material; unauthorized collaboration; facilitating academic dishonesty; and other misconduct related to academics.
Arson – Starting or attempting to start a fire or cause an explosion in an attempt to destroy property.
Assault - Using physical force, such as hitting, striking or pushing, to cause or attempt to cause physical injury; placing another person in apprehension of immediate physical injury; recklessly engaging in conduct that creates a grave risk of death or serious physical injury; causing physical contact with another person knowing the other person will regard the contact as offensive or provocative; or any other act that constitutes criminal assault in the third or fourth degree.
Bullying and Cyberbullying – Intimidation, unwanted aggressive behavior, or harassment that is repetitive or is substantially likely to be repeated and causes a reasonable student to fear for his or her physical safety or property; that substantially interferes with the educational performance, opportunities or benefits of any student without exception; or that substantially disrupts the orderly operation of the school. Bullying includes, but is not limited to: physical actions, including violence, gestures, theft or property damage; oral, written or electronic communication, including name-calling, put-downs, extortion or threats; or threats of reprisal or retaliation for reporting such acts. Cyberbullying is a form of bullying committed by transmission of a communication including, but not limited to, a message, text, sound or image by means of an electronic device including, but not limited to, a telephone, wireless telephone or other wireless communication device, computer or pager.
Bus or Transportation Misconduct – Any offense committed by a student on transportation provided by or through the district shall be punished in accordance with the transportation conduct guidelines. In addition, transportation privileges may be suspended or revoked.
Cutting Class - Not attending a class the student is enrolled in or assigned to without a legitimate pass excusing the student from that class.
Dishonesty – Any act of lying, whether verbal or written, including forgery. Dishonesty also includes knowingly making a false report.
Disrespectful or Disruptive Speech or Conduct – Verbal, written, pictorial or symbolic language or gesture that is directed at any person that is in violation of district policy or is otherwise rude, vulgar, defiant, considered inappropriate in educational settings or that materially and substantially disrupts classroom work, school activities or school functions. Students will not be disciplined for speech in situations where it is protected by law.
Dress Code Violation – Personal appearance that attracts undue attention to the extent that it may become a disruptive factor in the education process and/or disruptive to good school climate and does not reflect good standards of health, safety and decency.
Drugs/Alcohol- Possession, sale, purchase or distribution of any over-the-counter drug, herbal preparation or imitation drug or herbal preparation.
Possession of or attendance while under the influence of or soon after consuming any unauthorized prescription drug, alcohol, narcotic substance, unauthorized inhalants, counterfeit drugs, imitation controlled substances or drug-related paraphernalia, including controlled substances and illegal drugs defined as substances identified under schedules I, II, III, IV or V in section 202(c) of the Controlled Substances Act.
Sale, purchase or distribution of any prescription drug, alcohol, narcotic substance, unauthorized inhalants, counterfeit drugs, imitation controlled substances or drug-related paraphernalia, including controlled substances and illegal drugs defined as substances identified under schedules I, II, III, IV or V in section 202(c) of the Controlled Substances Act.
Failure to Care for or Return District Property – Loss of, failure to return, or damage to district property including, but not limited to, books, computers, calculators, uniforms, and sporting and instructional equipment.
Failure to Meet Conditions of Suspension, Expulsion or Other Disciplinary Consequences – Violating the conditions of a suspension, expulsion or other disciplinary consequence including, but not limited to, participating in or attending any district-sponsored activity or being on or near district property or the location where a district activity is held.
False Alarms – Tampering with emergency equipment, setting off false alarms, making false reports; communicating a threat or false report for the purpose of frightening or disturbing people, disrupting the educational environment or causing the evacuation or closure of district property.
Failure to Comply - Refusal or neglect to obey classroom & school-wide expectations.
Fighting – Mutual combat in which both parties have contributed to the conflict either verbally or by physical action.
Harassment (including Sexual Harassment)
Use of material of a sexual nature or unwelcome verbal, written or symbolic language based on gender, race, color, religion, sex, national origin, ancestry, disability or any other characteristic protected by law. Examples of illegal harassment include, but are not limited to, racial jokes or comments; requests for sexual favors and other unwelcome sexual advances; graffiti; name calling; or threatening, intimidating or hostile acts based on a protected characteristic.
Unwelcome physical contact of a sexual nature or that is based on gender, race, color, religion, sex, national origin, ancestry, disability or any other characteristic protected by law. Examples include, but are not limited to, touching or fondling of the genital areas, breasts or undergarments, regardless of whether the touching occurred through or under clothing; or pushing or fighting based on protected characteristics.
Hazing – Any activity that a reasonable person believes would negatively impact the mental or physical health or safety of a student or put the student in a ridiculous, humiliating, stressful or disconcerting position for the purposes of initiation, affiliation, admission, membership or maintenance of membership in any group, class, organization, club or athletic team including, but not limited to, a grade level, student organization or district-sponsored activity. Hazing can occur even when all students involved are willing participants.
Incendiary Devices or Fireworks – Possessing, displaying or using matches, lighters or other devices used to start fires unless required as part of an educational exercise and supervised by district staff; possessing or using fireworks.
Nuisance Items – Possession or use of items such as toys, games, and portable media players that are not authorized for educational purposes.
Obscene Language, Gestures and/or Profanity – Verbal, written, pictorial or symbolic words or gestures that describe sexual conduct which, considered as a whole, appeal to marked interest in sex, portraying sex in a manner offensive to community standards and do not have a serious literary, artistic, political or scientific value.
Open Defiance to a Staff Member – Openly refusing to obey the reasonable direction or request of any school employee including refusal to identify one's self when requested.
Public Display of Affection –Public displays of affection are not appropriate to the learning environment at HMS. Such behavior is not permitted. A student's failure to comply with staff or an administrator's request can be subject to disciplinary action.
Sexting and/or Possession of Sexually Explicit, Vulgar or Violent Material – Students may not possess or display, electronically or otherwise, sexually explicit, vulgar or violent material including, but not limited to, pornography or depictions of nudity, violence or explicit death or injury. This prohibition does not apply to curricular material that has been approved by district staff for its educational value. Students will not be disciplined for speech in situations where it is protected by law.
Sexual Activity – Consensual acts of sex or consensual simulations of sex including, but not limited to, intercourse or oral or manual stimulation.
Attempting, regardless of success, to: gain unauthorized access to a technology system or information; use district technology to connect to other systems in evasion of the physical limitations of the remote system; copy district files without authorization; interfere with the ability of others to utilize district technology; secure a higher level of privilege without authorization; introduce computer viruses, hacking tools, or other disruptive/destructive programs onto or using district technology; or to evade or disable a filtering/blocking device.
Using, displaying or turning on pagers, phones, personal digital assistants, personal laptops or any other personal electronic devices during the regular school day, including class change time, mealtimes or instructional class time, unless the use is part of the instructional program, required by a district-sponsored class or activity, or otherwise permitted by the building principal.
Violations, other than those listed in (1) or (2) above, of Board policy EHB, procedure EHB-AP1 or any policy or procedure regulating student use of personal electronic devices.
Use of audio or visual recording equipment in violation of Board policy KKB.
Theft – Theft, attempted theft or knowing possession of stolen property.
Threats or Verbal Assault – Verbal, written, pictorial or symbolic words or gestures that create a reasonable fear of physical injury or property damage.
Possession of any tobacco products, electronic cigarettes, or other nicotine-delivery products on district property, district transportation or at any district activity. Nicotine patches or other medications used in a tobacco cessation program may only be possessed in accordance with district policy JHCD.

Truancy – Absence from school or class without the knowledge and/or consent of parents/guardians and the school administration; leaving school during any session without the consent of the staff and administration; excessive non-justifiable absences, even with the consent of parents/ guardians.
Unauthorized Entry – Entering or assisting any other person to enter a district facility, office, locker, or other area that is locked or not open to the general public; entering or assisting any other person to enter a district facility through an unauthorized entrance; assisting unauthorized persons to enter a district facility through any entrance.
Unsafe Behavior/Physical Aggression – Conduct that creates a substantial risk of physical injury to any other person (examples – pushing, shoving, fight promotion, throwing objects, horseplay, etc.)
Vandalism (see Board policy ECA) – Willful damage or the attempt to cause damage to real or personal property belonging to the district, staff or students. Monetary damage will determine if a report is made to juvenile.
Verbal Abuse to Staff – Disrespectful or abusive language to a staff member.
Weapons Possession or use of any weapon as defined in Board policy, other than those defined in 18 U.S.C. § 921, 18 U.S.C. § 930(g)(2) or § 571.010, RSMo.
Possession or use of a firearm as defined in 18 U.S.C. § 921 or any instrument or device defined in § 571.010, RSMo. or any instrument or device defined as a dangerous weapon in 18 U.S.C. § 930(g)(2). Possession or use of ammunition or a component of a weapon.
DISCIPLINARY CONSEQUENCES-Students shall be expected to assume their share of responsibility in maintaining an atmosphere conducive to effective teaching-learning situations in all classes and activities in which they participate under the sponsorship of the school. Students may be disciplined for violations of school district policies, building handbook rules or classroom policies. In general, minor problems will be handled by a teacher assigned detention.
The provisions of detention, ISS or OSS for student violations of policies, rules and regulations shall provide principals with additional alternatives for dealing with disciplinary problems that occur in the schools. When one of these alternatives is appropriate, students will be assigned to serve a specific time period with (a) Detention; (b) Loss of Privileges; (c) ISS - In-School-Suspension; (d) OSS - Out of School Suspension. These assignments, and the determination of the time period for them, shall be determined by the principal or his/her designee.
When a student is sent to the office for disciplinary action, parents will be notified of disciplinary action at the discretion of the administrative staff. Failure of the student to come to the office on request may cause suspension from school. All students must secure admit slips upon and before returning to their classes. Below are listed possible disciplinary consequences and short explanations of each disciplinary consequence:
--PRINCIPAL/STUDENT CONFERENCE - A conversation between administrator and student discussing ways to change behavior and remedy the situation that resulted in an office visit.
--CONFISCATION - In accordance with School Board Policy JG-R1, teachers and administrators are allowed to confiscate personal items that are considered a disruption or disturbance to the learning environment. All confiscated items will be released to either the student or a parent/guardian at the end of the school day.
--LOSS OF PRIVILEGES - This level of discipline is tied to anything at Harrisonville Middle School that is considered a privilege and not a lawful right. This could include a student’s hallway privileges, computer usage, or participation in an extracurricular activity among other privileges. This will be determined at the discretion of the building level administration.
--TEACHER ASSIGNED DETENTION - Teachers have the authority to assign students to a detention for inappropriate classroom behavior. Students assigned to a detention by a teacher will be required to attend detention in that teacher’s classroom. Detentions will be served after school (3:00 PM - 3:30 PM) as determined by the teacher and student. During this time, students will be expected to work at the direction of the teacher.
--AFTER SCHOOL DETENTION - Will take place each day that school is in session during the school year. During this time, students are expected to bring classwork to complete or a book to read. Detention will start at 3:00 and end at 3:30. If a student does not arrive on time, they will not be admitted and it will be counted as a missed detention. Students who are unable to abide by detention rules will be asked to leave and it will be counted as a missed detention. Transportation will not be provided by the school for detentions.
--IN-SCHOOL-SUSPENSION (ISS) - Students assigned to ISS will report to the office upon arrival to school. Students must bring work appropriate for school and remain busy studying or reading during ISS time (7:58 am- 3:00 pm). Assignments from each student’s teachers will be emailed or sent to the ISS instructor for the students to complete during the day. All work must be completed by the end of the ISS assignment to allow the student to be readmitted to regular classes. All assignments count for class credit.
--SUSPENSION SCHOOL (SS)-Students will be removed from the regular school setting.
- Most secondary out-of-school suspensions will be served at the Suspension School located at the Wildcat Academy, 402 Eastwood. Hours are normal high school or middle school hours. Parents, please use the front door facing Eastwood Road when entering Wildcat Academy. A photo ID is required when entering all district buildings.
- Suspension School allows students to serve their suspension in a supervised atmosphere and keep up with their academics.
- Students are expected to be engaged in their studies and learning. Suspension School staff will communicate with the student’s teachers for assignments.
- Students will continue their normal transportation mode. Students will report to HMS Office, eat breakfast and be escorted to the Suspension School. The SS teacher will escort the student to the bus at the end of the day or parents may pick up their student at the SS. Walkers can walk home once SS is dismissed.
- If students need to be checked out during the day, parents need to do this at the student’s home school, then go to Wildcat Academy to pick up the student. Please have photo ID ready to show both school’s staff. Missing days during a suspension could prolong the suspension. The expectation is the students serve the entire amount of days suspended at the Wildcat Academy.
--OUT-OF-SCHOOL-SUSPENSION (OSS) - Students will be removed from the regular school setting. They will not be allowed to attend classes, be on school grounds, or attend or participate in any school-sponsored functions while suspended. Students will be allowed to make up for full credit any school work missed due to OSS. This work must be turned in on the day of return from suspension at a re-entry conference with a school administrator unless other arrangements have been made ahead of time.
--LONG TERM SUSPENSION REFERRAL - Per School Board Policy, building level administrators are only allowed to suspend students out of school up to 10 days. However, certain behaviors or actions call for disciplinary consequences exceeding those 10 days. In these circumstances, building level administrators will refer students to the Assistant Superintendent of Student Services to determine whether or not the conduct requires more disciplinary action.
DISCIPLINARY CONSEQUENCES CHART
Each disciplinary situation that is dealt with by staff and administration is unique. With this in mind, discipline will be tailored to the circumstances of the offense and in accordance with Board Policy JG-R1. The following will be considered when determining the disciplinary action taken:
Severity of the offense
Honesty with staff and administration regarding the situation
Restoration of justice for the victim
The “level” of the offense (e.g. first or subsequent offense) will generally be based upon the total number of discipline referrals accumulated by a student for a particular type of conduct during the current school year. However, offenses involving drugs, weapons, or other acts of physical violence will accumulate throughout secondary school (grades 6-8). Assault and fighting will accumulate as one, however the definition of assault and fighting are different. HMS TARDY CONSEQUENCE CHART
At Harrisonville Middle School, a tardy is defined, as the student not being in his/her classroom when the tardy bell rings.
Punctual and regular attendance is necessary in a well-ordered school, both for proper training of the individual student and to avoid disruption of classroom activities. The pupil who is tardy wastes not only his own time, but also the time of the other students who are members of the class that the late pupil distracts upon entry. To discourage the practice of being tardy, tardies are generally considered to be unexcused unless the student has a hall pass from a teacher or the office. Excessive tardiness can affect the student’s grades because he will miss important classroom work.
Tardies will be tracked and accumulate across all classes over the course of a semester.

STUDENT ALCOHOL/DRUG ABUSE-The Harrisonville Cass R-IX School District is concerned with the health, welfare and safety of its students. Possession of alcohol, drugs, drug paraphernalia or any illegal contraband is prohibited on school property or while attending a school-sponsored activity. The use, sale, transfer, distribution, possession or being under the influence of unauthorized prescription drugs, alcohol, narcotic substances, unauthorized inhalants, controlled substances, illegal drugs, counterfeit substances and imitation controlled substances is prohibited on any district property, in any district-owned vehicle or in any other district-approved vehicle used to transport students to and from school or district activities. This prohibition also applies to any district-sponsored or district-approved activity, event or function, such as a field trip or athletic event, where students are under the supervision of the school district. The use, sale, transfer or possession of drug-related paraphernalia is also prohibited.
For the purpose of this policy a controlled substance shall include any controlled substance, counterfeit substance or imitation controlled substance as defined in the Narcotic Drug Act, § 195.010, RSMo., and in schedules I, II, III, IV and V in section 202(c) of the Controlled Substances Act, 21 U.S.C. 812(c).
Students may only be in possession of medication as detailed in Board policy JHCD.
Searches of persons reasonably suspected to be in violation of this policy will be conducted in accordance with Board policy.
Any student who is found by the administration to be in violation of this policy shall be referred for prosecution and subject to disciplinary action up to and including suspension, expulsion or other discipline in accordance with the district's discipline policy. Strict compliance is mandatory. The school principal shall immediately report all incidents involving a controlled substance to the appropriate local law enforcement agency and the superintendent. All controlled substances shall be turned over to local law enforcement.
Students with disabilities who violate this policy will be disciplined in accordance with policy JGE.
HAZING AND BULLYING-In order to promote a safe learning environment for all students, the Harrisonville Cass R-IX School District prohibits all forms of hazing, bullying and student intimidation. Students participating in or encouraging inappropriate conduct will be disciplined in accordance with JG-R. Such discipline may include, but is not limited to, suspension or expulsion from school and removal from participation in activities. Students who have been subjected to hazing or bullying are instructed to promptly report such incidents to a school official. A bullying incident form can be found in the main office or a copy can be found on page 47 of the student handbook.
In addition, district staff, coaches, sponsors and volunteers shall not permit, condone or tolerate any form of hazing or bullying or plan, direct, encourage, assist, engage or participate in any activity that involves hazing or bullying. District staff will report incidents of hazing and bullying to the building principal. District staff who violate this policy may be disciplined or terminated.
The principal shall promptly investigate all complaints of hazing and bullying and shall administer appropriate discipline to all individuals who violate this policy. Upon receipt of a written report describing the behavior, building administration will initiate an investigation within 2 school days. The investigation will be completed by administration within 10 school days after the receipt of the written report.
The superintendent will provide for appropriate training designed to assist staff, coaches, sponsors and volunteers in identifying, preventing and responding to incidents of hazing and bullying.
The district shall annually inform students, parents, district staff and volunteers that hazing and bullying is prohibited. This notification may occur through the distribution of the written policy, publication in handbooks, presentations at assemblies or verbal instructions by the coach or sponsor at the start of the season or program.
Hazing – For purposes of this policy, hazing is defined as any activity, on or off school grounds, that a reasonable person believes would negatively impact the mental or physical health or safety of a student or put the student in a ridiculous, humiliating, stressful or disconcerting position for the purposes of initiation, affiliation, admission, membership or maintenance of membership in any group, class, organization, club or athletic team including, but not limited to, a grade level, student organization or school-sponsored activity.
Hazing may include those actions that subject a student to extreme mental stress including, but not limited to, sleep deprivation, physical confinement, forced conduct that could result in extreme embarrassment or criminal activity, or other stress-inducing activities. Hazing may also include, but is not limited to: acts of physical brutality; whipping; beating; branding; exposing to the elements; forcing consumption of any food, liquor, drug or other substance; forcing inhalation or ingestion of tobacco products; or any other forced physical activity that could adversely affect the physical health or safety of an individual.
Hazing may occur even when all students involved are willing participants. Hazing does not occur when a student is required to audition or tryout for an organization when the criteria are reasonable, approved by the district and legitimately related to the purpose of the organization.
Bullying – Intimidation or harassment that causes a reasonable student to fear for his or her physical safety or property; substantially interferes with the educational performance, opportunities, or benefits of any student without exception; or substantially disrupts the orderly operation of the school. Bullying may consist of, but is not limited to, physical actions, including gestures, or oral, cyberbullying, electronic, or written communication, and any threat of retaliation for reporting of such acts. Bullying by students is prohibited on school property, at any school function, or on a school bus. "Cyberbullying" means bullying as defined in this subsection through the transmission of a communication including, but not limited to, a message, text, sound, or image by means of an electronic device including, but not limited to, a telephone, wireless telephone, or other wireless communication device, computer, or pager.”

ESSA - PARENTS RIGHT TO KNOW-At the beginning of each school year, a local educational agency that receives funds under this part shall notify the parents of each student attending any school receiving funds under this part that the parents may request, and the agency will provide the parents on request (and in a timely manner), information regarding the professional qualifications of the student’s classroom teachers, including at a minimum, the following:
Whether the student’s teacher—
has met State qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction;
is teaching under emergency or other provisional status through which State qualification or licensing criteria have been waived; and
is teaching in the field of discipline of the certification of the teacher.
Whether the child is provided services by paraprofessionals and, if so, their qualifications.

TESTING PROGRAM-The testing program in this district consists of standardized achievement, performance assessment, readiness and intelligence tests. It also includes published tests that accompany textbook series and teacher-made tests. End of Course Exams will be given to students enrolled in designated testing areas.
Aptitude Testing—Students will take the differential aptitude test (DAT) in grade 9.
Optional Testing—other tests are available to interested students in the fall each year including the Preliminary SAT for college bound juniors and the PLAN for college bound sophomores.
- Schools will not be open when it is considered too dangerous for buses to travel.
- Announcements will be made through the courtesy of radio and television stations if schools will be delayed 1 hour or closed.
- No announcements will be made if schools ARE to be in session. All schools have direct radio communication with the authorized Civil Defense agency for severe weather warnings.
- Please DO NOT call the school, but listen to your radio or television for announcements concerning dismissal for weather emergencies.
- Parents should make arrangements for their child in case school has to be dismissed without prior notification. Your child should know what to do and where to go should this occur.
